This tool should be able to support a polyrepo package in the same way that action-create-release-pr does.

Note for anyone who tries to pick this up: We should postpone this due to other priorities until we start using this tool with the controllers repo.

We might consider addressing this before working on #13 because we can use this tool to release this tool :)
