Balance decimals cleanup

I reviewed and approved https://github.com/MetaMask/eth-token-tracker/pull/70

But while I was creating the version bump PR, I realized that:

• I think we need a clearer name for the new parameter
• we only want to default it if decimals is undefined (and not falsy or 0)
