Upgrade package-lock.json schema from v1 to v3
NPM minimum version 9 (supported down to nodejs v14)

IMO this shouldn't need to be considered breaking as npm can be considered a dev dependency for this package.

Any CI environment building this on e.g. Debian 11, Ubuntu 20.04/22.04 using distribution Node.js will have to do a manual intervention - that's the sort of implication I could imagine there.
