Description

Move the design-tokens from merge-packages into packages/, as outlined in the package migration process guide.

Technical Details

Follow the migration process steps in the guide linked above.
Ensure updates to downstream repositories, including reference paths and version bumps.
Apply linter fixes and address any errors introduced in downstream packages.

Acceptance Criteria

Migration steps are completed as per the guide.
Downstream packages are updated and functional.
Any unresolved downstream issues are annotated and documented for follow-up.
