Comment: seems to an error with PollingBlockTracker when trying to fetch block

This looks nearly identical to https://github.com/MetaMask/metamask-extension/issues/10552, except that it's coming from ethjs-rpc instead of ethjs-query.

Related to #10549 as well in that it's caused by a network error.
