Add E2E test for Snap in-app notifications #14819

Once https://github.com/MetaMask/metamask-extension/pull/14605/ is merged we should make sure to build a test snap and add an E2E test for the feature.

https://github.com/MetaMask/test-snaps/pull/41 creates the snap, once test-snaps is updated the e2e test will be written
