Clear pending transactions on critical errors #21883

confirm-approve.util.js throws for invalid token length, this potentially leads to stuck transactions and can be problematic if a user hasn't stored their seed phrase outside of the extension. We should also look for other places where similar critical errors can occur.

Not a snaps issue, but an extension issue in general that someone complained about at ETH Istanbul
