Install scripts are run when the package is installed. The majority of malware in npm is hidden in install scripts.
Packages should not be running non-essential scripts during install and there are often solutions to problems people solve with install scripts that can be run at publish time instead.

Packages should avoid accessing the shell which can reduce portability, and make it easier for malicious shell access to be introduced.

Packages should remove all network access that is functionally unnecessary. Consumers should audit network access to ensure legitimate use.

We want to make sure that for a given project:
The project contains @lavamoat/allow-scripts and @lavamoat/preinstall-always-fail as dev dependencies, and the versions match the same dev dependencies as in the module template.
The project's package.json contains a lavamoat field with an allowScripts field inside of it, and this file contains "@lavamoat/preinstall-always-fail": false.
If the project has a .yarnrc.yml (Yarn Modern), then it has a enableScripts: false.
