Create a static test-data.json file for network access test #171

This file will be a static file to be used in a network-access snap test.

This is already included in #168 - so I don't see a reason for this PR?

This is required to be published before #168 will work. It was "included" in #168 because it will be in main before #168 is published, not for any other reason.
