Decide interaction process for dragging from deck onto canvas #76

Dragging from a deck without dragging into another card stack doesn't properly draw the card, because it's unclear where it should go.

If our current intended workflow is to always drag into a region (when from a Deck), then we should prevent users from dropping onto the empty space of the canvas, and tell them why.
