Metacello doesn't use local mczs during bootstrap #168

While Metacello will use the local package-cache first before trying to 
download packages from a remote repository, it doesn't do so during the 
bootstrap process. In particular, it doesn't try load local Metacello and Gofer 
packages.

I attach two versions for completeness' sake: 657 merely extends what 656 
started.
