squeak/windows: github repo paths with slashes were not interpreted correctly #541

For example github://user/repo:master/repo/path would end up as repo#path on windows as the 'repo/path' string was concatenated unchanged to the lookup path and then the platform-specific bad character logic would replace the / by a #.
