Allow BitcoinUrlBuilder to parse altcoins urls #1067

Fix https://github.com/MetacoSA/NBitcoin/pull/1064

I allow parsing of bitcoin: for altcoins as well to avoid breaking code that depends on the old behavior.

made new package version
