User reports that the image upload button just causes screen to flash and nothing else

I'd add a screenshot, but it doesn't show anything. I have no idea if it's related, but mouseovers produce no text for icons to the right of underline, and when I click the image button the screen blinks as if it greyed slightly for an instant.
