Feature request: functionality to download detailed question info in batches

Current behavior

Functionality does not exist

Expected/desired behavior

I need to achieve the following:

• Download
  • individual user predictions
  • CP
  • individual user comments
  • scores
• for all questions belonging to the Q3 and Q4 AI benchmark tournaments
• as a batch
• preferably as a csv file, alternatively as json
• preferably via the API, alternatively via the admin panel

Also needed is to add the ability to downlaod user-level forecasts from the download-csv endpoint.
