Add catalan translation (ca/cat) #55

  1. Adds translation for the catalan language, which was translated by Jesús García Cano of the Kataluna Esperanto-Junularo (catalan Esperanto youth). See https://esperanto.cat

  2. Adds catalan flag as the locale, it was downscaled to the 200x133 pixel grid of the original hosted at: https://en.wikipedia.org/wiki/Catalonia#/media/File:Flag_of_Catalonia.svg

    So the flag is from wikipedia and it's public domain as noted on the site at the time of commit.
