Updating to match Chrome newer plugin requirements: #5

Does Google give you information on exactly what needs to be updated? I am a developer and happy to help you update this codebase if time is an issue for you.

I am at University of Michigan and this plugin is used in our Accessibility training and we all think it is really super!

I checked my Chrome Extensions and the notice for Web Disability Simulator says "This extension hasn't published privacy practices, such as how it collects and uses data" So that appears to be the issue?
