Frontend prototype #18

Now that the back-end has sort of been prototyped we need to start working on the frontend to allow for the backend APIs to be optimized.

Related to #10

ReactiveSearch seems to be a good set of components to build filters and search boxes on top of elastic backend.

react-datamaps-india is the component used by covidout.in for the map. It seems to support only states (and not districts). And that does make sense considering how it is dependent on bringing full geojson of states to the frontend.
