Health Heat Map: Action plan

Background and Rationale Various sources of health data have been identified and listed in the spreadsheet with some annotations on the details of the data; the spatial and temporal spread of the data; the data formats; and the accessibility of the data. See linked Spreadsheet.

The data is distributed in many siloed sites. They are not easily accessible and consolidated into one place where all the health data can be accessed. There are also many other State and Central government sites that are putting out data into the public domain, but there are not in an easily accessible format and none of the sites are interactive.

The health data landscape is rich and extensive, but may be patchy in space and time. The quality of the data may also be suspect in many cases. But this is what we have currently and exposing the data in a central consolidated platform will enable discussions and awareness on pattern as well the quality and extent of data and datagaps.

Over the last year there has been efforts to consolidate the data and make assessments of the state of health by agencies like the Niti Ayog’s Health Atlas. There are also frameworks of indicators developed by the SGD Goals and by international agencies like the WHO. There is value in consolidating all the health data into a platform quickly, relating them, for starters, into SDG indicators; and establish leadership in the area of open access health related to India by June 2020. Aims and Objectives All the health data on India will be aggregated into a technology platform, organized in a framework and providing public access to this data with rich charts, graphs, tables map based visualizations. In recognizing the rationale behind dataset registration in the DHS program, visitors to the Heatmap will be directed to register with DHS if they need to access granular data.

All platforms built will be interactive where users can build queries and explore the data, by location, time and parameters. Again, sensitive personal health data including HIV status and/or GIS information will be withheld.

All public data can be downloaded by registered users in reusable formats. The downloads by users will be registered and exposed in the user profile page. Labels As a first step, all health data will be organized and structured into a framework that maps to the SDG health indicator framework articulated by WHO.

All data will be aggregated by the SDG indicators framework and will be presented to the user in interactive maps, graphs and charts.

Users will be able to drill down and access the raw data at the detailed granularity and build their own aggregation structure that can be exported by the user, shared and published on the portal.

The team will continuously attempt to update and enrich health data from various public sources as well as explore alternative frameworks and aggregations to “make the data speak”.
