[ ] Lowering separates vertical regions to MultiStages
[ ] Lowering separates statements to Stages
[ ] Rework Stage Splitting Pass (now pure optimisation)
[ ] Rework Multistage Splitting Pass (now pure optimisation)
[ ] Optimize Multistages to be running in parallel if possible
[ ] Optimize Multistage Fusion under the new model
