Purpose

Manage the Python virtual environment using poetry.

Requirements changes:

requirements are now only specified in the pyproject.toml
dependencies used for linting and testing are pinned by the poetry lock file
most dependencies are restricted to the latest major version using the caret notation

Infrastructure changes:

mypy type checking is moved to jenkins
jenkins now uses poetry to install dependencies from the lock file
the spack installation of eccodes is used for the tests
