fix: save to grib for lead time and time range #41

Purpose

Setting the time coordinate through the step overrides the lengthOfTimeRange that may have been set by an operator.

Code changes:

grib_decoder.save takes into account the value of lengthOfTimeRange to determine the forecastTime value
fixed: setting step in minutes rather than nanoseconds

Created a ticket to keep track of the fact that time range is not necessarily constant throughout the field e.g. with TOT_PREC accumulation from the reference time https://meteoswiss.atlassian.net/browse/APNRZ-488
