feature(ci): add comment issue workflow #54

This PR adds a workflow that automatically comments on newly created issues.

The goal is to animate users to open PRs, especially for trivial issues, or to consider sponsorship of package maintainers.

This workflow has been initially tested and approved in our organization repository.
