it downloads the server packs

Before submitting a suggestion

Server resource packs are located in the server-resource-packs/ folder. Why would you need an individual module for this?

how are you supposed to get resource packs from an external server which you have no access to?

What are you talking about? If you accept a server resource pack, it will be downloaded to your pc and located at .minecraft/server-resource-packs/... Just open it as an archive.
