Create a new backend for StoryBoard

Create a new backend to gather tasks (stories and projects also) from:

https://storyboard.openstack.org

We will use the API:

http://ci.openstack.org/storyboard/webapi/v1.html

First version now merged to master.

Pending:

• Use user API to complete people table info
• Create stories and projects tables
• Create tests
