We probably don't want emails for every scrape failure (more noise = less feeling of urgency, and Legistar has a lot of transient time outs that resolve with the next scrape), but it might be a good idea to get emails to the support line when scrapes fail on Friday nights, and perhaps when once-daily full scrapes fail, as these can be affected by data issues that are not surfaced in the windowed scrapes.
