Story

As a stakeholder of any type
I want a clear statement of copyright in the published API
so that I know what uses are appropriate

Acceptance Criteria

Documentation in docs/api includes copyright information and links as appropriate

Supporting Information

Intended licensing is under a Creative Commons Attribution-ShareAlike 4.0 International License
Can be addressed by a bottom or footer tag in the javadoc task within build.xml
