new function council_layout()/plotly_layout(), which takes a plotly object and returns a formatted plotly object
increases dependency requirements
update documentation, including vignettes and general fixes
add rlang namespace checks
increment date, version

@mcnamx, could you pull this branch and see if you can create a plotly object and use council_layout() ?
