Add function for importing data from ArcGIS database #9

This PR adds several dependencies, and adds a function for importing data into R from ArcCatalog when connected on the Council network. This function originated in the public parcels repository.

Note that this function will not work if you are not connected to the Council network. In the future, I want to add an option to get the data from MN Geospatial Commons if the database connection fails.
