Most recent EPA MOVES data run

We need the most recent possible MOVES data run.

Met with Dennis 1/5/24 We should have up-to-date numbers in Early February

Dennis run model run by the end of January for base year 2022, then we can run MOVES.

Until then, we will use stand-in values from the last inventory

For our WI counties, we don't have MOVES, but we could assign values from a similar county (Anoka, Washington) to Pierce and St. Croix.

Met with Dennis 2/7, stated that they are going to do a base-year model run for 2022.
new this time around, it makes assumptions about electric vehicles
MnDOT and MPCA did MOVES runs recently and got some odd values
confirmed using MOVES4, upgraded from MOVES 2014B

will follow up with Dennis 2/21, at which point, if there are no new runs, we will go with the values from the 2018 inventory (MOVES 2014B)

Did a travel model run on base year 2022, still need to validate against TBI, MnPASS/E-ZPass
IF that looks good, they will run through MOVES
still need to get data from MPCA (right now we are working with 2015 vehicle registration data)
option: use a model run that is NOT for the TPP, but for consultants, project offices
- 2018 travel demand model base year, highway network, socioeconomic data would be 2018. Might use a 2018 test run that would be useful
- 2015 vehicle registration data
- can still run through MOVES4! may have to use MOVES3.

Dennis: I haven’t had a chance to dig into the existing MOVES modeling, but will block off sometime Monday to look into this.

Not necessary for our use since switching to compiled EPA onroad, though we may still want to compare emissions factors for validation #117
