Most recent EPA MOVES data run #27

We need the most recent possible MOVES data run.

Met with Dennis 1/5/24 We should have up-to-date numbers in Early February

Dennis run model run by the end of January for base year 2022, then we can run MOVES.

Until then, we will use stand-in values from the last inventory

For our WI counties, we don't have MOVES, but we could assign values from a similar county (Anoka, Washington) to Pierce and St. Croix.

Dennis: I haven’t had a chance to dig into the existing MOVES modeling, but will block off sometime Monday to look into this.

Not necessary for our use since switching to compiled EPA onroad, though we may still want to compare emissions factors for validation #117
