• [x] review current db structure and contents, draft change suggestions
• [x] review db structure changes with Data Team
• [x] review db structure changes with overall project team
• implement db structure changes:
  • [x] get 2018 inventory data into CD Emissions db format -- #38
  • [x] set up overall sector/sub-sector/source schema -- part of #38
  • [x] set up unified geography table

then: finalize all data tables and import to CD Emissions db (should maybe be its own issue/task)
