2018 inventory review

• [x] pull csvs from Tableau workbooks
• [x] check csvs for contents
• [x] review ghg.inv.app repository for other data
• [ ] cross-check with current CD_Emissions db contents
• [ ] reformat existing data for database where needed
• [ ] import existing 2018 data to CD_Emissions db

Progress so far:

• ctus_summary csv has almost all of the data that back-ends current GHG Inventory v1 (see N:\CommDev\Research\Research\Tableau\GHG Inventory folder)
• this contains: emissions by ctu and year for residential energy (electricity, NG, propane) activity and emissions; transportation emissions (passenger, transit, trucks); and solid waste emissions (compost, landfill)
• ghg.inv.app contains transportation emissions factors spreadsheets and vmt spreadsheets for 2017-2019
