transportation is generally the highest emitting, so why is energy surpassing?

I started digging into this, and I think its best to hold off for now and focus on getting numbers for all the sectors. Here are things I did

use the exact EPA emission factors as provided. Removed converting to lbs and converted units only at the end point
double checked all emission factor values, GWPs, therms_to_mcf
double checked summary calculations, added rowwise() where needed

things to check against

[ ] 2018 inventory
[ ] look at state energy estimate and use county population proportion
[ ] what if we applied number of jobs in commercial/residential at county level to the utility level commercial/residential?
- [ ] or use land use mix? Data availability issues with Wisconsin
[ ] see if heavy-duty intra-county travel makes transportation emissions increase
