Common NEI, GHG Hub factors, population proportions

New datasets

• cprg_county_proportions county proportion of total state population for 2020 (Decennial Census) and 2021 (ACS 2017-2021)
• epa_ghg_factor_hub - named list of important GHG emission factors for use in all sectors.

New code

• epa_nei loads MN and WI county level National Emissions Inventory (NEI) 2020 data using the EnviroFacts API. From there, you can filter to certain sectors and gases (see _transportation/data-raw/epa_nei_transportation.R). This can also be adapted to pull different NEI years
• run all scripts for waste, energy

Updates

• Corrected kerosene and propane emissions factors, which reduced energy emissions. See comment below
• With new factor hub values, I updated to 2021 eGRID factors for electricity, which increased electricity emissions
• Altered code in energy and waste to use the same county proportions data
• Updated various comments
• Added emission factors section in supplementary data

@pawilfahrt, I found a unit conversion error in propane and kerosene. The GHG factor hub reports CO2 in kilograms, but CH4 and N2O in grams. I rectified the code to account for this. This modification takes the regional propane emissions from 842,619 metric tons to 173,865 metric tons and kerosene emissions from 116,614 metric tons to 27,648 metric tons.
