Existing data for 2018 inventory was calculated by LEIF consultants, using reporting from individual waste haulers and landfills collected by the MPCA and EPA FLIGHT data on landfill emissions. Results are not as expected, containing some surprising outliers and trends. The individual MPCA data used by the consultants is likely reliable, as it comes from a governmental agency, but may not be complete.

MPCA SCORE provides a report of tons of waste generated by county. SCORE also contains a dataset that appears to include ghg emissions, but it's not clear how that was calculated ( @LimerickSam is looking into this). The SCORE county-level report may be our most reliable source of data.

EPA FLIGHT provides emissions data from each landfill. This is difficult to use with the SCORE county-level data because SCORE does not break down this data by landfill. The EPA's Emissions Factor Hub provides emissions factors for different materials under each waste management method, which may be more useful. It should be noted that this resource appears to be designed for ghg reporting for individual organizations or corporations and there may be other factors relevant to a regional inventory not taken into account.

I can't find any data on solid waste for St. Croix or Pierce County in WI. It seems like Wisconsin doesn't collect county-level solid waste data, and their landfill data does not include any landfills in those two counties. EPA search tools, which focused on hazardous waste information, did not return any landfills for those counties either. There are no landfills in these counties in the EPA FLIGHT tool. It seems like these counties send their waste elsewhere for processing, but we don't seem to have data on where or how the emissions from that break down.
