a type of popup featuring an illustration representing the event
flexibility of system to deplete certain resources/affect buildings (possibly destroy them) or kill people based on the type of disaster/event
possible means to prevent the disaster based on the player's progress and decisions
if a disaster destroys a building, a cutscene of some sort should be played to show the building being destroyed
