Request: Add optional "t1" and "t2" parameters in \jitter #2

\jitter doesn't work well with "template syl" in Aegisub, unless you use
the "retime" function in "template syl". With these extra parameters you
can use \jitter(4,4,4,4,40,$sstart,$send), for example.

Then use the retime function. Right now we decided to keep current behavior of 
this 
tag. Things may be change latter, so leaving this issue open.
