feat: [DX-1395] Add ToggleButton #614

Summary

added OptimusToggleButton
some refactoring because of the new BaseButton type
added isLoading state to OptimusButton
updated storybook

Testing steps

Open Toggle story in the Button section
Test the button using the exposed knobs in both light and dark themes.
