New configuration option for "power browsers" #93

We should add a new configuration option to add an "address bar" at the top
of a page.  Users would have the choice to have a remote tutorial browser,
a local html file browser, a rst file browser or a .py file browser
inserted at the top, with the default being None.

This way, "power browsers" that use Crunchy could, from any page, enter a
url (or browse for a local file); this would be useful for demos as well -
instead of having to click to links to bring the "browsing" page in focus.
