Actual Solution
9EB417 was reading the penalty data 04 02, the subsequent code was doing AND then comparing to 0 or 1. They weren't expecting 1 minute penalties so the code had to be modified to skip the check if the penalty data contained 04 01.
Hijacked 93b417 and wrote new code to skip the check if it was one min penalty.
