User story

Disable Penalty Shots.

Possible Solution

[x] Trace code that is run when a penalty shot is called, then see if you can turn off or bypass the Penalty Shot
[x] Mesen Trace File

Actual Solution

There was setup logic to call a penalty shot, forced the logic to always skip to signal no penalty shot.
BNE to the logic that sets Penalty Shot to be skipped.

Acceptance criteria

[x] Game Play - Breakaway penalty never triggers a penalty shot
[x] Updated SNES NHL94 ROM-RAM Mapping Project with any new values.
[x] DiztinGUIsh DizRaw file is up to date and has any necessary comments with changes.
[x] Provided brief description of the actual changes (Solution) performed.
