bionic vs focal in Dockerfile #24

In the Dockerfile, i had success with bionic instead of focal on this line:

RUN echo "deb http://miktex.org/download/ubuntu focal universe" | tee /etc/apt/sources.list.d/miktex.list

With focal it threw an error about packages being held broken

That's... ridiculous. Bad bot.

This is a legit bug that needs to be fixed. Just 'cause @edocevoli hasn't interacted with this yet doesn't mean it's not an actual problem that needs to be solved.
