It seems that the so-called 21.12 64-bit installer is actually 32-bit (https://miktex.org/download/ctan/systems/win32/miktex/setup/windows-x64/basic-miktex-21.12-x64.exe)
The installer itself is 32-bit; it attempts to install into "Program Files (x86)" if I selected "install for all users"; and all packages installed are 32-bit versions.
The internet installer installed the 64-bit version correctly by the way.
