I updated several packages (eg. lutabulartools) at the same time (2023-07-22) and they were all picked up by MiKTeX on 2023-07-28, except for penlight (https://ctan.org/pkg/penlight). I believe this update was missed, as the current version available on MiKTeX was last packaged 2022-11-01.
