Move DIP switches to MRA files #9

I moved the DIP switch settings for Rally-X and New Rally-X into the MRA file. I also discovered that the ones for New Rally-X don't work as advertised, but I did not investigate further (they did not work before).

Sorry if I didn't do this right. The PR had two commits, the second had the RBF. Do you want me to commit the RBF again with a separate PR?
