Improve explosion sounds created by the 54xx by reducing its clock speed from 750kHz to 250kHz #13

The two explosions generated by the 54xx (bomb and player explosion) play too fast. This adjusts it to play at the same rate as MAME.

The explosions still don't sound quite right but they are much better and I believe this is the correct speed at least.
