After further testing, Super Breakout 4 players doesn't work. After using 4 players, player 1 and player 2 control with both pad 1 and 2, but once it's player 3's turn, no controllers can control player 3 so it seems that 2P mode is only supported in the core, not 4P.
I tried RealSports Tennis too. To get 4 players working, you need to press 0 to select doubles and then hit 4 to get 4 players. When doing this the game gets all screwed up since there's only 2 ports. The players all run to one end of the tennis court. Very funny side effect lol
The original Atari 5200 shipped w/ 4 controller ports. Later in 1983, probably bc of the video game crash, Atari reverted back to 2 controller ports. Nevertheless, there are a small handful of games that support 4 players: Asteroids (prototype), RealSports Tennis, Super Breakout, and some homebrew (source: https://forums.atariage.com/topic/145656-4-port-5200s-and-4-player-games/)
