MBC3 rtc test fail #212

All tests can be completed on actual Game Boy with mbc3 cartridge.

Mister succeeds in everything except one test. Amazing.

Sub-second writes → RTC off/400 test

This test expected: 400ms But Mister displays 908.4ms

This may not even have any effect. But i guess it can improve accuracy in some circumstances.
