Euro Demo 28 - Grand Theft Auto Demo - Engine Sounds cutting in and out. #173

Issue: The Grand Theft Auto Demo on Euro 28 still has an issue with the Engine Sounds. They cut in and out which isn't correct.

WARNING!!! Duckstation plays the Sound completely Incorrectly so don't use that Emulator as a comparison for this issue!

Beetle PSX (Mednafen) plays the Engine Sounds correctly.

Reproduce: Load up Euro Demo 28 and select the Grand Theft Auto Demo and begin playing.

Workaround: Unfortunately the Full Game has the exact same issue despite reports that it is working fine as of this core release. it is not.

Fixed as of /PSX_unstable_20220826_150a33.rbf
