I looked at it in Duckstation and the glitching isn't as severe and doesn't occur as often. It also doesn't exhibit the same misaligned overlap video issue near the end.
I wonder if this is something that behaves differently on specific PS1/PS2 models or it could be a bad redump. Seems strange but not inconceivable that the game shipped this way but it is pretty hard to miss, unless something went wrong in the mastering process.
I had a look at this video https://youtu.be/fxmfaR5YJhw and it seems there is glitching present there but nothing like what happens at the 3min mark on the PSX Core. Maybe the glitch throws the video off in some way.
In summary I would say the original FMV's are probably glitchy but this glitch at the top of the screen probably shouldn't happen.
very likely the game does some weird video timing(startline behind endline) that introduces this effect. To compare it to real hardware, analog out (not DV) on a CRT should be used.
I just checked the intro on psx , there are the same glitches but there is no screen shift
the glitches look the same on psx core hooked up to crt, but at the very end of the intro there is a screen shift for about 30sec. I don't know if there's any point in going into it more....do a little fix to an already broken fmv.... I have already seen intros in many games and there are no problems with them.

Yes i don't think this is something important. It can just stay here as reference if anyone also runs into it.
The intro FMV to Sensible Soccer seems to glitch and gets worse as it goes on.

Worst part is around 3min in then continues to flash on the spinning logo.
